CELT's Innovative Approach Featured in TES Magazine

At Cornwall Education Learning Trust, we believe creating a safe, purposeful environment isn’t just for learners – it’s equally vital for our staff. With the new Ofsted framework emphasising high-quality, sustained professional learning, CELT has taken a bold step: removing all paperwork from staff appraisal processes.

Instead of forms, targets, and uploaded evidence, staff and leaders now hold six structured “Learning and Development Check-ins” each year, focusing on reflective conversations rather than compliance. Staff rate their progress against two key statements: understanding which skills they want to develop, and feeling supported to meet expected behaviours. The only record kept is that the conversation took place.

This shift moves professional development away from performance management and towards listening, reflection, and growth. Leaders receive guidance and support to make the conversations meaningful, and the regular rhythm encourages development as an ongoing process rather than a one-off task.

Early results are promising. After just one term, over 60% of staff reported being quite or very satisfied with the process, with many describing it as “more personal” and “staff-centred” compared to traditional appraisal approaches.

CELT’s experience shows that giving staff space to explore their own learning needs leads to better conversations, stronger engagement, and more meaningful professional growth – a model we believe other schools and trusts can learn from.
